Possibly, though that might turn out to be a dangerous maneuver indeed in the current governmental environment.

Most any move is dangerous right now, this was probably calculated to be the least dangerous for SDA funding, considering it’s autonomy is currently under review.

SpaceX might get priority over space. The SDA notably did not employ SpaceX for any of its Incr1/2 satellites AFAIK.
