Proponents of spectrum reallocation claim that the U.S. could recoup as much as $100 billion from new auctions, and help its commercial sector build advanced networks to compete globally with Beijing’s Huawei.

But the Pentagon is pushing back. Department of Defense officials have said for years that the DOD requires full use of the spectrum to properly conduct operations.

The rapid expansion in 2025 is set to include more SDA satellites, as well as GPS satellites, Next-Gen OPIR missile warning satellites, Wideband Global SATCOM spacecraft, and more.

The massive increase is needed to create resilient networks, Gagnon said—something the Space Force wants to deter kinetic attacks but also cyber and electronic ones too. Space and cyber dominance often go hand-in-hand, he said. citing the example of Russia’s invasion of Ukraine.

Are things suddenly cooking on all cylinders, or is it just the news cycle? Where is all the money coming from? (largely rhetorical)

I think what we're seeing is infratsructure being put in place for a space-based boost-phase intercept system.

“Here’s the terms we can talk about. Here’s what orbital warfare means. Here’s how we use electronic warfare. Here’s how we would use cyber warfare in pursuit of space superiority, protect what we have and deny an adversary.”

The framework also will help establish “basic categories of targets,” such as adversary ground facilities and networks, “link structures,” and “on orbit-capabilities,” he said.

“Space Control encapsulates all the activities required to contest and control the domain. These activities range from reversible to non-reversible effects, scaling from interference to degradation to destruction via kinetic and non-kinetic means. In practice, we refer to such activities as counterspace operations, which we conduct across the orbital, link, and terrestrial segments of our architecture. Space Control capabilities can be active like an escort satellite or passive like an indications and warning sensor, but they all contribute to a collective space warfighting framework,” it says.

I am not a fan of moving the PWSA r to SpaceX. The entire goal of SDA is to grow the industry, and centering on SpaceX has the opposite effect. Plus starshield is already the contractor on the NRO’s constellation.
