Sounds like exactly the same non-answer that Biden gave us.
It is extremely unlikely that any hostile drones would be using navigation lights. The same would be true of aliens, if there are any. (Evil Red Lectroids from Planet Ten??) It is highly likely that many reports by ordinary people were regular airplanes. But it also seems unlikely that the Army, the Navy and the Coast Guard all misidentified civilian aircraft.
To my mind, this is still unresolved.

Whether evolved or degenerated is the correct word might be its own discussion, at this point on the calendar my attitude about media coverage of the thing has evolved in to, "Get back to me when those 'SUV size drones' are bigger than an Airbus A380, then you will have an actual news item."
