It is actually sad to see so many bad ideas getting carried out.

Sometimes. But not always. If there is a country loaded with cash derived from resource extraction and the local culture/civilization is trash, you *want* them to blow that cash on useless doomed nonsense. They could instead spend it on generating an effective military, foreign missionary expeditions, space colonization. Projects that would allow their trash culture to not only survive but perhaps even thrive and dominate the future.

I'd rather they spend it on clown shows that leave them with nothing but broken statues in the sand at the end of the day.
 
Acquiring property with the willing consent of the owners/occupants - yes. Without their consent, it is theft. As currently seen in several places all over the world.
Under duress, it becomes extortion.

They not only look on problem of constructions,
They focus also on Operation cost and power need, water and work force etc...
Like that the entire Line need 5 MWe. electrical power daily !

Only 17 Asiatic cheetahs are left worldwide (mostly inside Iran)
In that case, the re population inside S.Arabia could be difficult if they..
a) don`t buy them from Iran (possible, but unlikely)
b) don't clone them (possible, but ambitious)
c) don't take African cheetahs and tell anyone
d) don't build little mechanical ones

This is not the first time this has happened.
For the most part, those were built *up.* So far, the construction on Neom seems to be *down, digging out the foundations. If it's abandoned while it's still below ground level, it will sooner or later get filled up and will be hard to detect.
