Sometimes. But not always. If there is a country loaded with cash derived from resource extraction and the local culture/civilization is trash, you *want* them to blow that cash on useless doomed nonsense. They could instead spend it on generating an effective military, foreign missionary expeditions, space colonization. Projects that would allow their trash culture to not only survive but perhaps even thrive and dominate the future.

I'd rather they spend it on clown shows that leave them with nothing but broken statues in the sand at the end of the day.

Buying Greenland would be a good idea for anyone who did it. Lots of natural resources there. Territorial expansion via buying property is almost always a winner of an investment.
