Ok, in 1940 the war as just started or was about to start (for Italy and Japan) and things were going fairly well. In Germany and Italy airlines and governments started to plan for the expected post-war increase in air traffic, expecially on the Atlantic routes (sound familiar?).

Have you ever heard about the Zeppelin/SNCASO ZSO 523?
I´ve been trying to find info about it, but it was very hard, all I have is it was a big aircraft with six engines.

Look at this big seaplane, in the photograph of Professor Edmund Rumpler with one of these big projects, the Riesenflugboote of 1925.
The second illustration is another german project, the Schiefer Flying Boat of 1926.
