Definitely an artist's concept. This is the same artist; their signature is just barely illegible in both.

Why even ask the question? It's so obvious this is a fan-made science-fiction style aircraft!
Also, don't we have existing topics for this kind of thing? Why start a new one each time you make a discovery?
I hope the moderators here will kill that topic in the bud, there is enough nonsense going on already!

Definitely not. I wonder where the center of gravity is compared to the center of lift. Surely not in the same place.
