Clearly they hadn't quite worked out the capitalism thing at that point as the UK reaction was to slap a 'Combat Proven' sticker on Sea Dart and hope everyone would buy it, not to cut the price.

After the import discussion of Type 42 blow out, the negotiation of modernizing 051 started in March 1980 and a Royal Navy fleet visit, which includes HMS Coventry, was arranged in September 1980. With assist from BAe, Wuhan 701 Design house finalized the 051S (new vessel) design in June 1981.

But is that a RUR-4 Alpha on the B position? It looks like the model is of some kind of type 053 derivative. Did the PLAN intend to use to Weapon Alphas at that time period or is it just kitbashing on a random model?
Perhaps this is just a loose model, but it appears in the memorial article of the Chinese destroyer designer
