The PLAN was still interested in Sea Dart right after the Falkland War, but in February 1983, the PLAN thought that it was possible to develop SAMs compared with Sea Dart, so they put the funds out of the Type 051S.
And PLAN's first combat warship with domestic area air defense missiles was the Type 052C (Luyang II), commissioned in 2005, 15 years later.

But is that a RUR-4 Alpha on the B position? It looks like the model is of some kind of type 053 derivative. Did the PLAN intend to use to Weapon Alphas at that time period or is it just kitbashing on a random model?
