Are we to believe that the other 13 judges present had no say in the decision? The only dissenting judge was - shock - an American (Joan Donoghue - who made the South Africa Vs Israel interim ruling last January).

The African Union and 29 other nations filed written statements and the African Union and 22 nations participated in the oral proceedings. But somehow it's all a dastardly CCP plot?
China (and Russia and South Korea) declined to participate in the oral proceedings. China's written statement is 15 pages of legalese which boils down to the bland final paragraph:
China hereby reiterates its principled position of firmly supporting the process of decolonization. At the same time, China encourages and
calls upon States concerned to act in good faith, and seek appropriate solution to relevant issues through negotiation or any other peaceful means agreed to by both parties.
So they didn't even present any evidence to sway the court one way or the other.
China even abstained from previously voting in the General Assembly on the issue, seeing it as a bilateral issue between Mauritius and the UK.

An unexpected twist.
Not entirely surprising:
The US lease deal with the UK was due to expire in 2036 (20 year extension to the original 50 year deal), so the new 99 year lease brings a very handy bonus to the US - which is why they are pretty happy about the outcome, a far better deal than the UK was offering. Would you rather have another 20 year extension or 99 years?
 
Problem with that is that that the PRC is likely instead to end up with the base, and the US and the UK with serious egg on their faces.
