Weren't there some plans for a jet to surround the rocket and have a common exhaust? Not quite a tractor rocket but perhaps enough to limit blast effects?

I have often thought about "jacketed" thrust streams where colder exhausts buffer nozzles from a hotter, inner-core stream...

I'm not aware of any, but that doesn't mean they don't exist.

That's usually done to increase total mass flow, as a ducted rocket.
 
I have another question: what did the Goodyear GA-28B chassis mechanism look like?
 
The March 1952 issue of Air Trails discussed what the called "Convertaplanes" (note the "a") and showed a variety of designs beautifully illustrated by Alfred Owles. Among them were three tailsitters:
  • the first one looks like a direct development of Arthur Young's Model 50 design for Bell Aircraft, with contra-rotating props;
  • the second one, a very interesting design, has the contra-rotating propellers integrated within the airframe, and the landing gear retracting completely inside a pointy dart-like extension at the rear; it could also be from Bell, but it's difficult to know for sure;
  • the third design, which appears on the cover, is similar in concept to the previous one, but with tip-jets on the rotors instead.

NASA has some more recent VATOL studies (1970s/80s) which are interesting.
