The Hidro-Aero Duplex Monoplan was Ion Paulat's original 'hydroplane' design. It was devised in 1908 while Paulat was chief mechanic aboard the Romanian cargo steamer SS Turnu Severin. To test his theories, Paulat constructed a crude wind tunnel on the deck of the ship. The 'Duplex' part refers to the monoplane's twin engines.
Predicted performance was indifferent and construction complex. So design emphasis shifted to a smaller, lighter, single-engined biplane. The Romanian Ministerul de Război (War Ministry) refused to fund the project. But, eventually, shipyard owner Gheorghe Fernic assisted with financing and the Hidro-Aero Biplan flew in November 1911.
The Hidro-Aero Biplan would be written off in an airshow accident on 06 June 1912. Repairs were never attempted because Ion Paulat had been injured in the crash and was later called up for military service.
