"Newport News Shipbuilding has set the stage for the dual construction of U.S. Navy aircraft carriers Enterprise (CVN 80) and Doris Miller (CVN 81) in the same dry dock. Shipbuilders recently flooded the dry dock and floated and moved CVN 80’s mid-body section from one end of the dry dock to the other. The evolution required years of planning and enhancements and will allow dry dock work for CVN 81 to begin."

Have they done this before? Had two carriers building at once?

At least once: CVN-73 was laid down in August of 1986, but CVN-72 wasn't launched until February of 1988, so they were both in dock at the same time.

And obviously there were lots of times where one ship was in the yard fitting out after launch while the next one was being assembled in the drydock.
