It seems ulikely that a classified missile sensor would be tested on a public highway. The one thing they would say about the object is that it's "not military." There is also a mention of an "unfortunate choice of enclosure."

Together, these comments suggest to me that it is a commercial sensor and that the shape is not indicative of its purpose. The all metal skin also suggests it's not a radio frequency sensor. In Maybe something like a gravimeter or electromagnetic sensor for oil exploration? That's just a wild guess but it seems more likely than aa missile seeker.
