That is always the challenge. A submarine has one advantage over a surface ship: the ability to hide. Take that away and it's a very expensive way to carry a very small number of weapons around. (688i and Virginia classes only carry 24-26 weapons in the torpedo room, and another 12 in the VLS, max load of about 32 Tomahawks because no sub will go out to sea without any torpedoes onboard)
