IIRC, they reportedly underbid the job. And then ran into problems. And didn't have management reserve money to fix them. And then ran into more problems. Lather, rinse, repeat.

Sea-skimming SLAT environment was not the same as for ASALM. Navy Targets requirements for a production end item were different than that of an AF missile R&D program. Martin learned the hard way.

Sounds like Martin-Marietta should've talked to Bendix.
 
Different safety requirements between programs. Vandal was ground launch only whilst SLAT was launched from manned aircraft. SLAT was intended to be recoverable and reusable (at least for flight test).
