If said population was still bordering Israel but on the Egyptian side, it may still create conflicts but of much lower magnitude, and requiring much lower resources. After all, now Egypt would have an interest in keeping the quiet.
I understand your point, but the Egyptian government does not want that responsibility. Because Egypt is a bigger country than Jordan and Lebanon, the effects Egypt accepting Gaza and its population could be less debilitating than the effects seen in Jordan and Lebanon. Egypt has enough problems without getting into that can of worms.
Forcing Egypt to accept the responsibility - if that is possible - begets more problems. That leaves offering bags of money to Egypt to reconstruct Gaza. Who would pay?

A United Nations controlled territory, with no obvious source of income other than international aid?
