Modern SAM are often target of oppotunity, you don't alway know their location before they emit

Sending in a strike package without knowing the location of your opponent's SAM sites speaks of an overly optimistic attitude towards warfare.

This is what modern IADS look like, they can easily move/relocate so even if you can see them on satellite image, a few minutes later, they might no longer at the same position anymore. In Serbia, we learned that we can never truly destroy all SAM before strike package go in
