Yes, SAM-7 was a Moskalyov project (SAM means Samolyot Aleksandra Moskalyova, Alexander Moskalyov's Aircraft). In fact, he actually built it. In 1934, Moskalyov worked on the TB-3 heavy bombers, resp. its latter variants with M-34 engines. Somehow he managed to acquire funding to build this small two-seat fighter utilizing the 830 hp M-34 engine (and probably some other materials from the bombers), which was then tested by the poor Voronezh factory test pilots and deemed utterly dangerous, and no one risked more than a short hop in a straight line in this.
