In fact, this WIG (Wing in Ground) was designed in San Diego CA but built in Singapore by Aeromarine-Craft Singapore, headed up by George Wuu. Power intended to be special V-8 engines made by Keith Black Racing Engines driving 3-bladed Propellers. To arrive at the show WIG was floated across the Johor Strait to Changi and lowered into space by a crane. Nothing seems to have developed with this particular project.
Yes, the image is from another project, nothing to do with the chinese one. It's a russian concept for a ground-effect vehicle able to operate from regular airports.China may be developing a missile, that uses WIG principles, but this CGI/model photo quite certainly doesn‘t show it, but a much larger, four-engined (prop-fans ?) manned WIG vehicle.
