I know Japan doers/did reprocess spent nuclear fuel for similar reasons, Japan has no uranium of its own so to maintain the ability to stretch imports as far as possible is a worthwhile capability even if it is too expansive in commercial terms.Britain in contrast has a strong aviation industry, unbroken by WW2, so should have been working to maintain that national capability as best as they could rather than saying it sucked and trying to deny it work.
