This question will get you largely the same answers as your previous "I've been trying to find out who was the actual designer of the F-22 Raptor. I'm not sure if Skunkworks Director Ben Rich or Vincent Devino designed it or not?"
Who is the designer of F-22 Raptor? topic actually led to a very interesting discussion which named many individuals who contributed to the design, so lets see what happens.
Which is why I remembered the thread. What I found fascinating were the interactions between the various departments, the division of tasks. The F-23 being the product of another combo of companies might show a very different organisational model, the names of the involved heads of departments will definitely be different.
If @hsinchong just wants names, they will be different. The answers to his question may be very interesting to other forum members anyway. To me, probably less because of the named individuals, more because of the insight into business politics.
In aviation research, names can be useful for searching online for articles they might have written, patents applied for, interviews they might have given. Don't underestimate the power of a name.
