I don't think so. The two narrow rectangles are weapon elevators (sized for torpedoes, most likely)

You would not put a helicopter spot on top of an elevator, and detailed photos show that this is a dashed line, when an elevator should have a solid one. Maybe a VERTREP target?

I think this is the answer: that's the larger weapons elevator which can lift 4.7 tons loads.

Good find. I wonder if that one is intended mainly to strike down weapons rather than bring them up to the flight deck.
