It is a De Havilland Canada XC-8A obtained by the modification of a DHC-5A "Buffalo" with an experimental air cushion landing system tested in early '70s...

It is just the DHC-5 Buffalo as tested with the Bell air cushion landing system (ACLS) underneath.
