can you ID this Airplane ?,it has a variable incidence wing ?.

For the record, that does not appear to be a "variable incidence wing" at all since the wing itself appears to be fixed in place. Rather it is a wing with large, retractable flaps. See the Supermarine Type 322 "Dumbo" for an example of a variable incidence wing.
