Just a stab in the dark - but looks like a surface-search arrangement - whether its maritime patrol?
The pod under the rear fuselage looks to be a Side-looking radar perhaps?

Well its a model of a real RAE aircraft. not sure what its for however

The Ministry of Technology purchased two used Viscount's V.837 and a V.838
in 1964-65 for service with the Royal Radar Establishment at Pershore near Worcester.
Later they they passed to the Ministry of Defense based at Bedford with
the Royal Aircraft Establishment.

Vickers 837 was the variant for Austrian Airlines (6 delivered).
Vickers 838 was the variant for Ghana Airways (3 delivered).

But still no clue about the type of radar. ???

That pod actually reminds me of some target towing systems I've seen. Probably not one though. ELINT pod perhaps?

One of those links says Radar Research Establishment for the aircraft, my money is that the Pod was SLAR, it is certainly reminiscent of the pod used under the wing of a Victor that has been posted here that was a SLAR.
