After watching the footage for the first time, I thought of two things: 1.) a newbie on his first sortie of this type, or 2.) a bully trying to show off.
 
You saw this in the 80's if memory serves.
Back in the 89/90 time frame I knew a former P-3 pilot. He told me of once instance where a Mig-31 did basically the same thing, except from beneath. Came up from below so close and so fast that it filled the windscreen and he couldn't see either wingtip as it went by.
