I keep wondering about this possible design. Any ideas? I always think of one of the Chinese Chengdu J-9 concepts when I read this.

There's nothing real behind this rumour. Possibly, could be vaguely based on knowledge of the MiG-21I Analog tailless delta (1968) but the successor to the MiG-21 was the MiG-23. It put on weight during development but was always intended as the direct replacement of the MiG-21.
 
The said Mig was build to flight test the Tu-144 wing, and the later flew in december 1968.
With all the MiG-21 and MiG-23 ancestors, plus the Ye-152, plus the innumerable "Chinese MiGs" it is no surprise such confusions happened.
