Because the U-2 flights over the Soviet Union proved the nonexistence of a Russian intercontinental bomber force that was previously assumed to exist. The emphasis changed to defense against an ICBM attack. Of course, the technology to do that wasn't up to snuff at the time, so all the USAF and Army could do was propose future systems for the most part while putting some stopgap ones in place to at least show they were doing something.Then, of course, the SALT treaties and such put an end to virtually all of that sort of thing...
