Lost in one of Penland's file on the X-24C/HIFAC/L-301 papers, this nice 3V of a unamed waverider project (close, except for the vertical fins position, to Lockheed Mach 5.5 concept http://www.secretprojects.co.uk/forum/index.php/topic,2799.msg22332.html#msg22332)
Any clue about the designer (contractor, NASA or USAF center) ?

No. The Penland papers are much earlier than that (1960s and 1970s, mostly).
