Unknown Douglas ALARR missile

U.S. Air Force Contract File AF 29(601)-6050 documents a 1960s program by Douglas pertaining to the "development and testing of ALARR (Air Launch, Air Retrievable Rocket)", which suggests it was more than a project. It is described as an "unsollicited proposal" from circa 1963. Does this ring a bell with anyone?
