Unknown Booster Concept

Somebody had shared this to the "Space Hipsters" FB page. He said he was clearing out old files and found this image. He doesn't have anything else to go on other than it's from 2011-ish.

I'm gonna guess it's something related to Orbital's old Liberty concept. But then again, it could just be some random placeholder for somebody's presentation... So, does anybody have an idea?
