Does anyone have any information on Ukrainian MiG-29MU1/2 & Su-27S1M/P1M/UB1M modernization programs ?
Would the integration of the AGM-88 be part of it ?

It's not hard to find published info on these upgrades. For example:

The 1M and MU1 upgrades predate the current conflict, mostly back to 2014/15. The MU2 and other upgrades were very recent and were probably not applied very widely at all.

None of these upgrades are related to HARM, which appears to have been a custom improvisation done very quickly.
