Hull developed by a boiler/pressure-vessel factory that's readily able to roll plate, and weld rolled-plate joints?

I'm assuming it's an APC.

Maybe they finessed the heavy-armor/tool-steel plate availability and fabrication questions by using two layers of rollable-thickness, readily available boiler plate with an available high-hardness, moderate-density filler between them. Maybe aluminum oxide balls?
