"USPS" stands for United States Postal Service; don't worry, they can't even spell "CIA". Seriously, this has been a problem for some time. I subscribe to a number of European Journals, and at one point some of them were mailing their issues to Canada, having the Canadian Postal System ship them across Canada and then having them remailed from the nearest Canadian point of entry to me. this was faster than sending them to me direct! It's gotten better, but that doesn't mean it's gotten great...
