Turns out that a TS-17 project did exist but it wasn't the Grot that you were looking for.
Following the links on the page Paul refered to brings you to Konstrukcje Tadeusza Soltyka oznaczone symbolem "TS". This page lists all of Soltyk's designs including a TS-17 Pelikan ag-plane.

"Work began in the mid-1960s on an agricultural aircraft called TS-17 Pelikan. Decisions to largely limit aeronautical work in Poland to the building of Soviet-designed aircraft resulted in the TS-17 remaining a paper project only... The TS-17 was to be a single-engined aircraft with a fixed undercarriage and additional end-plate vertical tail surfaces to increase directional control during slow speed flying and landing."
No technical details (engine could be 7-cyl WN-3 or maybe an M-11).
