Electrode placement, signal capture, pattern recognition. I'm not talking Inception [yet], but include an auditory implant and you can guide/manipulate targets quite easily. It makes for much better interrogation, harassment and disruption than older methods. Supplement that with signal pulse generators targeting various nervous systems and you've got a decent toolkit when orchestrated.
