The Shusui J8M took off on its first powered flight on July 7, 1945,designed to counter the B-29s as the last hope born of agony. Its adventure came to an end a few days later, but the Japanese were also considering another use for the aircraft. The Guided Missile Research, Army Technical Research Institute was also developing a missile guidance system, designed by Major Masahiko Okamoto and other engineers.By the end of the war, the guidance system was almost complete. In July 1945, preliminary beam guidance tests were carried out from Chosi, Chiba prefecture, to Mount Tsukuba, Ibaraki prefecture, along which the pilot of a Type 99 (Lily) light bomber was almost successfully guided. The Institute's idea was to convert this piloted interceptor into a high-speed missile guided along a radio-wave beam for use against enemy ships or large aircraft . The material on the Japanese guided missile program was assembled by the author during work with Jiro Horikoshi, chief engineer for Mitsubishi Heavy Industries, Ltd., and the designer of the famed Zero and Colonel Masatake Okumiya, former Naval Commander.
