You identified it right here:A cruiser has space for all that and it's a permanent part of the ship's equipment.I'd probably also include an xray machine and some full doctors instead of a "mere" independent duty corpsman like on subs. A sick bay with ~8 beds or so. Maybe drag a dentist along for emergencies.
