I used the term "reduced RCS" for a reason. The goal isn't full VLO or "stealth". Deft not in F-35 RCS category. At least not with current requirements.Also, this is first time I've heard F-35's coating traded RCS performance for maintenance. F-35 RCS requirement is less stringent than f-22 but that has alot to do with many other things rather than the the quality of the coating itself. Can you cite a source?
