Well, there was a lot more to the Indian Rafale saga than that. India was supposed to manufacture most of the order, but the bureaucracy insisted that Dassault be responsible for any manufacturing issues in Indian-made Rafales. Dassault, of course, said no way, the Indian bureaucracy said ‘we’re being totally reasonable here’, and the whole thing stalled until there was a presidential visit where it was decided the best thing to do was limit the involvement of the bureaucracy by ‘going all-French’.
