Strange Russian Old Idea ?

I found this weird Russian idea,for a trolley vehicle or tailless airplane,I don't know
what was it ?,who can help ?.

i never saw a concept like this, a grounded tied down Aircraft as some sort high speed Train
despite the complete unworkable suspension of Aircraft on wirer system...
