The vehicle is indeed the German Wiesel.  The concept was actually taken from some of the work that led to the Blackhawk fire bomber that is used in California.  The intent was to improve the low altitude maneuverability of a laden Blackhawk over sling load work which is not good at all.  It was really nothing more than a drawing to bring about discussion.  Actually it did not come from Mike Sparks.  In 1998-2001 The Air Mech Strike Studies Group boasted three General Officers, a multitude of Field Grade Officers and a number of retired officers.  Sparks was a member of the Group and actually did a lot of valuable work.  After the concept was somewhat accepted within the Army community much of the Group went on its way.  Mike, not one for waiting continued to press more vocally for immediate change, naively expecting cost reductions for change systems.
