Can the Soviets develop or modify an existing design into an amphibious assault vessel ?
I think Moskva class aviation cruisers will be a great choice
Can anyone suggest what changes will be needed to modify them ?
And if a new vessel what do you think such a vessel will look like given Soviet lack of experience in this field
 
What era are you talking about. The Soviet Union disbanded some 30+yrs ago
 
Another option is to convert some older cruisers and destroyers for transporting marines
 
They were too small for the intended mission and only 3 built by 1990

If that is too small, what would you consider adequate?

Moskva-class helicopter carrier full load displacement 15,280 tons (wiki).
HNLMS Rotterdam 14,000 tons full load displacement.

There's also Project 11780, but regardless you wouldn't convert an existing ship, the requirements for an amphibious warship are too different, you need significant volume for a well-deck, living spaces for marines, storage for their equipment and separate magazines for their munitions.

Well, maybe in terms of tonnage you are right but it only carry three or four helicopters while the Moskva and carry up to 14 or 18
Maybe an expeditionary force can contain both vessels
The helos of Moskva can help transport marines from Ivan rugov ashore
The Soviets apparently relied on roll on roll off ships too maybe they can be militarized for this purpose
 
As already mentioned by @A Tentative Fleet Plan , Moskva probably is a poor candidate for conversion to an amphibious assault unit, its main purpose was ASW. The Soviet Navy had purpose-designed amphibious vessels in the Ivan Rogov-class of similar size. If amphibious operations need more helicopters - or indeed more equipment of any kind - use more, or bigger ships like the USN Tarawa-class of the same period. Using helicopters from ro/ro-ships presents you with even more poblems than using them from Ivan Rogov. Amphibious landings involving ro/ro-ships would probably need improvised ro/ro shore facilties as a minimum requirement for them to be of any utility. Then why bother with helicopters?
