From Aeroplane, May 2000, the Stratosailplane (yet another project of that era using the "Strato-" prefix as a symbol of modernism...).

The highest practical soarable wave system needs the right combination of air density, atmospheric stability, circulation (wind) and tall mountains. The optimal atmospheric parameters are found at the “Ferrell Cell” to “Polar Cell” convergences which is at Northern or Southern latitudes of 35deg. The tallest mountains within these zones are the Andes.
