Norman Dodds, the MP asking the question doesn't seem to have had an aviation background. He does seem to have been a colourful character though.

Perhaps he was lobbying? Westland had tried to secure a licence for the S-56 in 1954 but the Ministry of Supply did not support their proposal. It took another 4 years for them to get the licences for the main transmission elements and begin their own private venture. In hindsight, had the Westminster been started 3-4 years earlier would have had a greater chance of success? A what-if question but an interesting one.
