In the 1970s, Shin Meiwa, now ShinMaywa, planned a 115-passenger airliner version of the PS-1 flying boat.

I wonder if it's just poor detailing in the landing gear area or if it indeed fixed gear.

Poor detailing, pretty sure. The amphibian would have had a retractable
landing gear, too, with the nose gear retracting forward and the main gear
probably inwards and the sameI would expect for the STOL version.
