The new missile is one of three proposals awaiting government decision. The other two are the SKA ship-to-ship coastal artillery attack missile and the Saab 05B, a TV-guided variant of the earlier Saab 05A command-guided attack missile. The SKA is an advanced multi-mission launch-and-leave weapon, apparently similar to the U.S. Navy McDonnell Douglas Harpoon in its capability to be launched from the air or surface against naval targets.
Does anyone know what the SKA would have looked like? Did it eventually become RBS-15 or was it a separate project?

Timing is right for this to be RBS-04E Turbo, which essentially became RBS-15.
 
Strange that the SKA program wasn't reactivated a few years later when the state of Sweden's defences became all too apparent.
 
Looking around regarding the name, SKA seems to mean skol-attack, "trainer-attack", which was a prefix Saab used for period aircraft projects intended for both roles. I think SKA here refers to the Saab 38 aircraft project which they were working on at the time, and ASM simply means anti-ship missile. SKA ASM = anti-ship missile for the projected SKA attacker-trainer aicraft.

Found more about the rb11 in a different pdf.
Robot 11 is a Swedish robot, so far as a first preliminary project, prepared by SAAB. The starting weight is estimated to be approx. 640 kg, the length is 3.8 m and the warhead weight approx. 125 kg. A solid propellant-rocket engine gives an average speed of M 0.8 (274.4 m/s). The robot can make a course change of about 40 degrees after start. The range is about 35 km. It is designed to also be used in coastal artillery.

Well here we go, seems i am blind. In the same pdf as mentioned above, SKA stands for "Sjö-, Kust-, and Attackrobot" (Sea, Coastal and Attack missile).
