Russia plans to develop new fighter aircraft based on MiG-23 and MiG-27 designs

I mean, it was a joke.

There is literally no point to developing a new plane from the MiG-23/27 series.

If Russia had stored old MiG-23/27 airframes, maybe you could refurbish them, but they didn't.

With over 5000 MiG.23 and 1000 MiG.27 being produced, the design was consistiently upgraded from its beginnings as a basic fighter type replacing the MiG.21 to the multi role 'Flogger H' and specialised '27 to 'Flogger J', the design was taken to its development conclusion with replacement by the MiG.29 series

Off the top of my head:

Advantages: can use one modern engine, whether Su27 or MiG29 (probably Flanker). So less maintenance that way. Also gets more engines of that type built in general, which makes greater economies of scale (see the US using F100 on both F15 and F16, and F110s on both F14 and F16). So that engine is cheaper and the Russians have more spare parts in general.

Disadvantages: old airframes. Anything swing-wing takes a lot of maintenance, so that's got to go. But that also messes with your STOL performance. So we're probably talking about needing a supersonic supercritical wing with leading edge slats and triple-slotted flaps, basically a miniature Boeing wing with a bit more sweep to it. Maybe even blown flaps. All of which increases maintenance, but not as much as swing-wing.
 
Going by the title and the usual credibility of the Army Recognition website, I wasn’t aware that it was “a joke” overscan. For knowing and appreciating the Soviet history of not wasting much and re purposing equipment, I thought the Russians might have retained some of that mindset.
I wouldn’t think there would be much purpose in the MiG-23 fighter as such, what with it’s inherent poor air to air manoeuvrability. But I thought the late model MiG-27’s in the strike/battlefield interdiction role might have some merit - what with the strains of war......

Things I immediately thought of getting the MiG-27’s back into emergency front-line service was:
- eliminating the heavy and maintenance intensive variable-geometry wing mechanism – as proposed for the stillborn Su-17M5.

Or

- fixing the variable-geometry wing sweep to an optimum angle - as proposed for the stillborn Su-17M5.

-incorporate a new raised cockpit and canopy to give pilot a much better all round visibility/situation awareness – maybe something akin to the ‘speculative drawings of MiG-23K carrier-borne derivative (see drawing);
-fixed flight refuelling probe;
-new and improved passive and active sensors/systems;
-incorporation/interfacing of new modern weapons – perhaps including either a GSh-6-23M six-barrel cannon or maybe a derivative of the Shipunov 2A42 30mm cannons....

Scott Kenny, I like and agree with your analogy of incorporating a new modern engine for “greater economies of scale” – especially in terms of maintenance. Such a new and modern engine would be lighter and give improved range and endurance as well.
