Putting aside the unlikeliness of this....It's more logical to continue with the pyramid reentry vehicle for recovery of personnel.The options seem more logical in either:-a) a series of orbital platforms which can launch earthwards.Expensive but flexible.Knocking one down would trigger the others to launch as their orbits crossed the target.This requires quite a constellation.b) a high stationary orbit over the prime target. But this does risk war during it's placement and is vulnerable until inserted.
