The aircraft in this artist's conception is the Rockwell (North American) NA-420. The NA-420 project is discussed elsewhere at this thread:

This reminds me of a proposal to replace the Lockheed S-3 Viking with a VTOL with tilting turbo-fan engines. The first sketches included gull wings and a canard, but - after wind-tunnel testing - they concluded that the canard was not needed because the huge engine cowlings generated sufficient lift to balance the airplane in cruise.

It's a Rockwell report, and it links the tested design to an earlier Rockwell report published by SAE:

Well, this Rockwell has neither canards nor tilting nacelles as described by @riggerrob (it has fixed nacelles with tilt nozzles). His description sounds like the 698, but I could be wrong. Wouldn't be the first time!
